Windows Cannot Start This Hardware Device

In the Device Manager, you get a yellow exclamation mark and the following error on a device:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged

To fix this, right click the device and click uninstall, then reboot. Then scan for new hardware in the Device Manager (Right click the computer and click Scan for new hardware).
