If you are unable to format the recovery partition, you can fix this by using the command prompt. To format the recovery partition of a disk, load up a command prompt (run as administrator), then type Diskpart and hit enter. type list disk, then select disk x, where x is the number of the disk containing the recovery partition that you are unable to format. type clean, then hit enter. This will remove all the info on the disk, including all partitions. You will then be able to bring the disk back online in Disk Manager (right click -> Initialize), then recreate the partitions.
