This Application Failed To Start Because GDIPLUS.DLL Was Not Found – Windows 7

When I boot Windows 7, I get this error and a blank screen:

This application failed to start because gdiplus.dll was not found. Re-installing the application may fix this problem

To fix this, try reinstalling your graphics / video card driver, reverting to a Known Good Configuration or roll back the driver.

To get rid of the blank screen, start Task Manager (Ctrl+Alt+Del or Ctrl+Shift+Esc) and click on the Applications tab then New Task…. Type explorer and hit enter.
