      When using the BCDEdit command in Windows 8.1, you get this error:

      The boot configuration data store could not be opened.
      Access is denied.

      To fix the Boot configuration data store error, run the command prompt in elevated mode (right click the command prompt icon and click Run as administrator, then run the BCDEdit command again.
