  If you’re looking for the SM Bus Controller driver with the following hardware ID:
  
  PCI\VEN_8086&DEV_A123&SUBSYS_06C71028&REV_31
  
  It’s the Intel Management Engine Interface and required the Intel Management Engine Components driver, which I obtained from Dell (see Intel(R) Management Engine Components Installer, under the Chipset heading).

  ❗ Correction: It was actually the Intel Chipset Device Software that was required for PCI\VEN_8086&DEV_A123&SUBSYS_06C71028&REV_31, not the Management Engine Interface. The Intel Chipset Device Software can be downloaded from the same link.
