  If you need help determining what the device driver should be for the network card with device id of PCI\VEN_8086&DEV_15B7&SUBSYS_06c71028&REV_31 is. I can tell you that PCI\VEN_8086&DEV_15B7&SUBSYS_06c71028&REV_31 is a Intel(R) Ethernet Connection I217-LM network card.
  
  Here’s the link to download the Intel(R) Ethernet Connection I217-LM from the Intel website, which includes a link to the Windows 2012 R2 driver (amongst other operating systems).
