My Windows 10 installation has been stuck on configuring settings for an hour. It turns out that if the Windows 10 installation gets stuck configuring settings comma to fix this just wait. The Windows 10 installation can take hours it completed successfully a couple of hours later. All in all my Windows 10 upgrade from Windows 8.1 took about 3 hours to complete.
