If you’re unable to delete a user in Google Analytics (assuming you have the permissions to delete a user), it’s probably because they have inherited permissions from a higher level in Google Analytics. Maybe you’re trying to delete the user from the View or Property section instead of the Account section.
To delete the user, go back to the Admin page and on the left hand column, click Manage Users and delete the user from there instead.
