When trying to connect to a TightVNC server, you get this message:
This server does not have a valid password enabled. Until a password is reset, incoming connections cannot be accepted
Assuming you have configured TightVNC to only accept connections with a password and have set a password, then you can also get this message if the version of TightVNC is too old.
