I’m unable to edit the Shut-down settings in Power Options in Windows 8. I fixed this by clicking on Change settings that are currently unavailable at the top of the window – it looks like an HTML link with a shield next to it. After clicking this I was able to change the Shut-down settings (Turn on fast start-up, Sleep, Hibernate & Lock).
